Addio alle armi

Con la dismissione militare del Friuli Venezia Giulia assistiamo al cedimento di un intero sistema che ha interessato per decenni, positivamente e negativamente, l’intero territorio regionale. Un sistema di punti collegati tra loro, che funzionavano insieme o in modo complementare, e che appartenevano a un disegno strategico di presidio e difesa dei confini. Possiamo senz’altro affermare che il Friuli Venezia Giulia è stato riletto per decenni in chiave militare: il paesaggio friulano trasformato in un paesaggio strategico. Ma il cedimento di un sistema può essere l’occasione per rafforzarne uno già esistente o per dare forma a nuovi sistemi. La riconversione dovrebbe essere impostata a partire dal riconoscimento delle caratteristiche e dei valori del sistema difensivo dismesso. Ma quali sono questi valori? Valori architettonici, paesaggistici, posizionali, ambientali, infrastrutturali.

È pensabile sfruttare proprio le caratteristiche di organizzazione e pianificazione strategica che hanno portato a costruire siti militari in certi luoghi? In altre parole, se il sistema militare è un sistema evoluto di organizzazione e pianificazione, è pensabile riutilizzare tale sistema per degli scopi completamente diversi? Facciamo un esempio molto banale, ma che serve a chiarire qual è l’asse portante del progetto Addio alle Armi: il sistema militare può essere assimilato a un impianto elettrico di un’abitazione; c’è ma non si vede se non in qualche punto sparso sulle pareti. Se questo impianto elettrico cessa di funzionare, cosa si può fare? Deve essere demolito completamente tracciandone uno nuovo, rompendo tutte le pareti di casa, oppure si prova a riutilizzarne i tracciati esistenti, i quadri elettrici, alcuni fili non compromessi?

Siamo convinti che, proprio per la sua unicità, la dismissione in Friuli possa rappresentare un’opportunità per rileggere l’intero territorio regionale.

Addio alle Armi è un progetto di ricerca volto a tracciare credibili scenari di riconversione del patrimonio militare dismesso con l’obiettivo di trasformarlo in un volano di sviluppo economico, culturale e sociale.

A farewell to arms


The ideological clash opposing Occident and Orient Europe from the beginning of the XXthcentury till the end of the eighties, resulted in the northeastern Italy one of the heaviest military structuring of the world. A dense grid of bunkers, military areas, barracks, powder-magazines, training and aviation camps was spread throughout the country with only the logic of military strategy: cities, villages, fields, country, hills,mountains, sea, rivers and lakes were interpreted only as elements of a strategic scenario. The landscape became a strategic landscape. Friuli Venezia Giulia is the region more interested by this structuring. It was calculated that in the ‘60s the military servitudes influenced more than 50% of the territory.

The fall of the Berlin's wall and the defensive system's changes causes the rapid loss of sense for the military grid. Wide parts of territory, in urban, agricultural or wild context, historicallyseparated from the everyday life and uses, suddenly lose their function and start towards a state of neglect and degradation. No one knows how many are such sites. We have mapped the 186 just transferred to the local administrations, but there are probably more than 242 pending, which means theoretically a military site every 15km. So, we are in front of the collapse of an entire heavy system, that has influenced for several years all the region and not only.

Our thesis is that the collapse of a system can be the occasion to give shape to a new soft one. In other words, if the military apparatus is an advanced system of planning and organization, why not try to reuse it for completely different purposes? The starting point is the recognition of characteristics and values of the existing apparatus; we are classifying them through different key-reading such us dimension, position and relation with the context, consistency, historical and architectural value, economical value, proximity to industrial clusters.This mapping leads to a parallel reading of the territory and let trace some hypothesis of reuse.

We have drawn three scenarios, that can be complementary or alternative:

  • tourism or knowing and re-knowing 120 years and more of military structures and consequent human histories;

  • woods/energy or from the strategic landscape to the strategy of energetic landscape;

  • social- housing or living in the place of soldiers

The application of these different scenarios on the dismantled military system gives shape to a kind of enigmatic puzzle,where each node can have different functions at different times and in the regional and local needs.
